Course Directors

John G. Meara, MD, DMD, MBA

John G. Meara is the Kletjian Professor of Global Surgery at Harvard Medical School and director of the Program in Global Surgery and Social Change in the Department of Global Health and Social Medicine at Harvard Medical School and is chairman of the executive committee of the Harvard Plastic Surgery Training Program. Dr. Meara serves as the chief of the Department of Plastic & Oral Surgery at Boston Children's Hospital.

Dr. Meara received his M.D. from the University of Michigan Medical School and the D.M.D. from University of Pennsylvania School of Dental Medicine. He completed residencies in otolaryngology at Massachusetts Eye and Ear Infirmary and in plastic surgery and Brigham and Women's Hospital and Boston Children's Hospital. Following a fellowship in cleft and craniofacial surgery at Royal Children's Hospital in Melbourne, Australia, he completed the M.B.A. program, graduating from Melbourne Business School, University of Melbourne.

Joseph Rhatigan, MD

Dr. Rhatigan is associate chief of the Division of Global Health Equity and director of the Hiatt Global Health Equity Residency Program. Dr. Rhatigan graduated from Harvard Medical School and completed his residency in internal medicine at Brigham and Women’s Hospital, where he practices hospital medicine. He has held a number of leadership positions in post graduate medical education. As one of the key faculty members of the Harvard Global Health Delivery Project, he examines the delivery of health services in low-resource settings through case studies. He is one of the co-directors of Harvard’s Global Health Delivery Intensive summer program and an assistant professor at Harvard Medical School and the Harvard T.H. Chan School of Public Health.

Jonathan Warsh, PhD

Dr. Jonathan Warsh is an associate at McKinsey and Company in Washington, D.C., where he works with clients in the public and social sectors, and in healthcare systems and services practices. Previously, he was a senior researcher at Harvard Business School, where he conducted research on value-based health care delivery with a focus on costing and reimbursement issues. He studied and worked closely with dozens of hospitals and health care systems looking at costing and care delivery management in the United States, Europe, and Haiti. He has also taught in the HBS executive education program and guest lectured at several hospitals throughout the United States. His research has been published in the New England Journal of Medicine, the Harvard Business Review, the Annals of Emergency Medicine, and the Journal of Law, Medicine, and Ethics. He holds a PhD in population health from Oxford University, a master’s in health economics from the London School of Economics, and a BA in government from Harvard College.

Jens Deerberg-Wittram, MD

Dr. Jens Deerberg-Wittram has served from 2004 to 2012 as Chief Operating Officer and Executive Board member for Schön Klinik, a German for-profit 15 hospitals, 4,500 beds provider organization. He has set and implemented value-based corporate strategy and established a worldwide leading medical outcomes measurement and reporting system. Jens holds also a strong track record in medical management, medical controlling, hospital marketing, hospital e-business and developing innovative pricing models

Course Advisors

Robert S. Kaplan, PhD

Robert S. Kaplan, Senior Fellow and Marvin Bower Professor of Leadership Development, Emeritus at the Harvard Business School, is co-developer of both activity-based costing (ABC) and the Balanced Scorecard (BSC). Kaplan joined the HBS faculty in 1984 after spending 16 years on the faculty of the business school at Carnegie-Mellon University, where he served as Dean from 1977 to 1983.


Salmaan Keshavjee, MD, PhD

Dr. Keshavjee is a professor in the Department of Global Health and Social Medicine and Department of Medicine at Harvard Medical School, and Director of Harvard Medical School’s Center for Global Health Delivery–Dubai. He also serves as a physician in the Division of Global Health Equity at the Brigham and Women’s Hospital. He conducted doctoral research in medical anthropology at Harvard University on the health transition in post-Soviet Tajikistan. He has worked with the Division of Global Health Equity and the Boston-based non-profit, Partners In Health, on the implementation of a multidrug-resistant tuberculosis (MDR-TB) treatment program in Tomsk, Russia. Between 2006 and 2008, Dr. Keshavjee set up the first community-based treatment program to treat patients co-infected with HIV and MDR-TB in Lesotho. Between 2007 and 2010, Dr. Keshavjee served as the chair of the Green Light Committee Initiative, a Stop TB Partnership/WHO initiative which helped countries gain access to high-quality second-line anti-TB drugs so they can provide treatment for people with MDR-TB. He is a co-founder of Advance Access & Delivery, a non-profit committed to addressing critical challenges in access to medicines and the delivery of comprehensive healthcare, particularly for economically and socially marginalized groups.


Value-Based Health Care Delivery: Building the Equity Agenda

Learning Objectives

This course will educate participants in three main components of value-based health care:

  1. Measurement of outcomes at the medical condition level.
  2. Measurement of costs at the medical condition level over complete episodes of care.
  3. Innovation for health care delivery in emerging markets.

After completion of the course, participants will be able to:

  1. Distinguish among various types of outcome metrics for a medical condition and leverage outcome measurement for innovation and process improvements in health care delivery systems
  2. Recognize the deficits in existing cost systems and learn how to implement time-drive activity based costing (TD-ABC) to simultaneously drive clinical and financial improvements, while maintaining or improving patient outcomes.
  3. Understand how value-based health care principles can be deployed in both developed and developing country settings.

Who should attend?

This course is intended for teams of three from organizations that implement health care delivery.

Course Description

Based on the research of Professor Michael Porter, Value-Based Health Care Delivery for Low-Resource Settings is a framework for restructuring health care systems in low-resource settings with the overarching goal of value for patients–not access, cost containment, convenience, or customer service

The course materials are culled from programs taught across Harvard University and assembled specifically for health care delivery professionals. This course will engage participant in the analysis of case studies that describe efforts to improve health care delivery in resource poor settings. It will illuminate principles and frameworks for the design of efficient and effective global health interventions.
